People of the NCE: Marat Kulatayev — Doctor, Writer, and Inspiring Personality
Люди НЦЭ: Марат Кулатаев — врач, писатель, вдохновляющая личность 05.06.2025

A dedicated professional

“Sanitary service is not just a job. It’s a way of life that teaches attention to detail, responsibility, and most importantly — humanity,” says Marat Tulegenovich.

Marat Tulegenovich Kulatayev was born on March 4, 1960, in the village of Poludino, North Kazakhstan Region. From an early age, he showed curiosity and a thirst for knowledge. These qualities led him to the Karaganda State Medical Institute, where he studied at the Faculty of Sanitary and Hygiene.

Since 1983, he has dedicated his life to the sanitary-epidemiological service. Over the years, he progressed from sanitary doctor to chief physician of a district sanitary and epidemiological station, and headed key departments in the regional sanitary service. Since 1998, he has worked in the Zhambyl Region, where he led the methodological, communal, and regulatory directions of the Department of Sanitary and Epidemiological Control.

Today, even in retirement, Marat Tulegenovich continues to serve the country's healthcare system. Since March 11, 2024, he has been working as a specialist in the Sampling and Reception Department at the Zhambyl branch of the RSE on REM "National Center of Expertise" of the CSEC under the Ministry of Health of the Republic of Kazakhstan.

Beyond the profession — the world of literature

“To write is to preserve moments. A doctor heals the body, a writer — the soul,” says Kulatayev.

Marat Tulegenovich devotes all his free time to literature. He is the author of 17 books, including the novel “Life of a Sanitary Doctor”, the novella “Young Specialist”, and more than 15 collections of short stories comprising over 800 works.

His stories are vivid sketches of life, filled with humor, gentle irony, and sometimes deep philosophy. They reflect the daily lives of doctors, rural residents, colleagues, and ordinary people with complex destinies. The titles of his collections speak for themselves: “Village Stories,” “Funny Tales,” “An Incident During the Hunt,” “Vacation at Issyk-Kul,” “The Last Holiday,” “Boomerang,” “Grandson’s Graduation” and others.

He has been published in prestigious literary magazines and portals in Kazakhstan and Russia: Neva, Day and Night, Kol'tso A, Niva, Knigolyub, White Rock, and many online platforms.

A talent that inspires

Marat Tulegenovich is living proof that the employees of the National Center of Expertise are not only professionals in their field but also bright personalities who contribute to the cultural and spiritual development of society.

In him, the Zhambyl branch team has not only an experienced specialist but also a wise mentor, whose example shows that life is not only about work, but also about inspiration, creativity, love for words and for people.

We are proud to have such multifaceted individuals in the NCE team. Their stories are the story of the organization's success, strength, and spirit. May this example inspire young specialists and all those who strive to combine work and creativity.
